Graphics Card Not Working when BIOS correct

I reset it using the jumper and that done nothing but clear the BIOS. It still dosen't work.

It would appear that your motherboard is not detecting your PCIe video card. Since that video card works in other motherboards it must be a problem with your motherboard. If you are sure you have the BIOS settings correct then its likely time to return that motherboard. If you really want to confirm its a motherboard problem try a different video card in that slot. As a last resort you could try flashing to the latest BIOS for that board. Its a long shot though.

You can get just a cheap 30 dollar PCIe video card to test.
