GTA SA worked on Windows 10, doesn't work on Windows 7

This is probably one of the most ironic problems I've ever had since Windows 10 is mostly accused of not running any games properly. In my case it's the opposite.
I've been using Windows 10 for a while and had been able to play GTA San Andreas without any problems, but after switching back to Windows 7 (same computer) it simply won't start. No error message, just ignores my clicks. I've looked this up already and posted threads on other forum but nothing worked. Here's a list of things that I have already tried:

1. Updating drivers
2. Restarting computer
3. Deleting gta_sa.set file
4. Troubleshooting compatibility (I've tried all the compatibility modes)
5. Installing some patches that I've found (they were mostly viruses)
6. Running the game as an administrator
7. Adding an exception for gta_sa.exe in Data Execution Prevention
8. Turning hardware acceleration up and down

None of these worked, so I hope someone can provide a better solution.

Switching back as in Rollback from Win10 to Win 7? if so, perhaps some of the files got corrupted.

I would try uninstalling the game completely, clean any remnants of the game from the registry. Install a clean version and go to their website to download all necessary patches/updates.

My son went from Win7 to the free Win10 update against my advice and then rolledback. Long story short... we had to do a clean Win7 install. Hopefully this will not be your faith.

No, it's not a rollback, it's a clean install. But I've already tried reinstalling the game a couple of times though, no luck.

Try doing a clean install and check if it works again.

With GTA SA, the problem is usually with Direct X - try updating this and trying again. (The disk comes with DirectX 9 something, but an online installation should work too!)
