Height of menu bar (below windows title bar) is way too large

Here's a weird one. I got a new monitor for my living room PC, a samsung 55" U800 TV, which of course is also used as a TV. Just for fun I tried setting it up with the max resolution of 4k, which required making a few changes in order to make windows fonts larger such as changing the defaults on the command prompt window, and also using the dpi slider within display > set custom text size, where I moved it all the way to 300%. I might have made a few other changes too. Anyway long story short, I finally decided to just go with 1920x1080, went back and adjusted fonts back to normal sizes and am now all set.

HOWEVER, the height of the menu bar in several programs is now way too large. I've made an image of three such programs to show. Try as I might, I cannot think of what I need to change in order to reduce the height of these menu bars, but am sure they were normal before I started fiddling. Thanks for any help. Unfortunately I do not have a recent backup I can restore to.

In case the image does not make it clear - the height of those menu bars where you see the red exclamation points? Those bars are now too tall.

figured it out. Just switched to aero theme, then back to classic theme which loaded back in the original default classic theme

It can be changed manually by going here:
Control Panel>Appearance and Personalization>Personalization>Window Color and Appearance>Advanced appearance settings...

If I've understood correctly what you wanna change is "Menu" which has a default value of 19.
