Hello i have big problem with pc

Hello i cant turn on my pc, its keep stuning on windows 7 icon when u trying to on pc or on dekstop. And its all start happening after windows uptade. So i can on my pc only in safe mode, and i want to ask how to turn back pc time for 2-3 hours in safe mode? Btw i writing from telephone because ir safe mode internet is not working too
