HELP Boxes are blank, how do I repair/restore?

OS is Windows 7 Ultimate. Using Windows Basic for Personalized Appearance setting My Help Boxes are blank with no content. Downloaded Windows6.1-KB917607-x64.msu per instructions and still
have no content in Help Boxes.

Answering Support Specifics of kind of Help Boxes

Having no luck with screenshot but the Blank boxes in my post are the Windows Help and Support Boxes accessed by clicking the icon of the white question mark inside a circle that is solid blue within a thin white outer circle. All blank no matter where the icon is clicked.Hope that gives a clear picture now of my issue. Thank you for replying and any help that resolves this.
