Help Diagnosing System-Wide Stutter

My laptop experiences stutter during most tasks that involve switching to a new task (e.g. selecting a weapon in Fallout 3, loading a file which requires administrator privileges, or browsing on the web). Load times (e.g. booting the PC, loading a new area in a video game, and buffering videos online) appear to function as normal. I would describe the stutter as a brief, ~1 second freeze that occurs during times of switching between tasks. It makes most games virtually unplayable, and Internet research is now a chore.

The computer boots quickly. CPU and memory usage appear normal (idles at ~10% CPU usage; ~1.0gb memory), and shows no obvious signs of other issues.

Here are the steps I ran to resolve the issue; none of these activities produced any change in the problem or lead to a proper diagnosis:

1.) Factory reset
2.) Full Virus scan with AVG, Avast, and Norton
3.) Video card driver updated
4.) Clean bootup (disabled all non-Microsoft services and programs)
5.) I checked for a DPS Latency problem. Test showed that the laptop did not have a significant issue with DPC latency, but nonetheless I disabled all non-vital devices which included the network adapters, sound devices, serial bus controllers, and more. I noted no change in behavior.
6.) Removed all peripheral devices
7.) Disabled the sound and sound cards
8.) I checked the hard disk with Window's Error-checking feature
9.) I ran a memory test using Window's memtest. No errors in the memory were found
10.) Ran a system file checker (using Windows system file checker tool "SFC.exe")
11.) All windows updates were performed, and a tool was downloaded to ensure I have all updates.
12.) The disk was checked for fragmentation
13.) DNS flushed


Does anyone have any idea what my next test should be? I've truly stretched my research capabilities to its limits!

Hi and welcome to SevenForums,
10% sounds low but at idle should be nearer to 1-2% I have 3 browser tabs open in palemoon and only at 2-3%
Make sure these updates are installed post #2
Windows Update will not update and I've tried multiple fixes

And this stuff but hopefully you do not still have 3 antivirus programs installed I've never read anyone suggest using Norton as a way to find corruption or use it at all :)
Use Clean boot,
Troubleshoot Application Conflicts by Performing a Clean Startup
Click Start and type in the search box,
msconfig
Click on the suggestion on top or hit the Enter key,
Go to the Startup section and take some screen shots for a complete list,
Go to the Services section and on the bottom left Check the box to Hide All Microsoft services,
Repeat the screen shots,
