HELP - EVERY 30 SECONDS Windows 7 freezes

Yesterday morning I woke up and checked my PC. It was at the login prompt. Had done a random reboot (not the first time). When I logged in it was slow. Every now and then it froze. It BDOD'd a few times. Then it stabilized after I cleaned register and uninstalled apps I don't use anymore. Now, every 30 seconds it freezes. When it freezes I can still use mouse, and pointer still moves and can switch between windows, but I can't click on anything. The pointer also turns to that idiotic rotating blue thing. If I click on something when it is doing that --i.e. in Word or Firefox or any app-- the screen goes gray for about 20 secs, then it comes back and I can use everything again. Seems to freeze like this every 20 or 30 seconds

I am going CRAZY.

Does it do the same in safe mode (F8)?

Download MemTest86+, burn the iso to a cd (or download the USB installer to a usb drive), boot the computer from it and have it run 3 or so full tests on the memory to rule that out:

What did you use to clean registry? Most registry cleaners besides CCleaner are sales scams that have no genius behind them, and some can harm or even infect your computer.

First check for infection by downloading and installing Malwarebytes, update and run a full scan. Malwarebytes

Install, update and run a full scan with the best free AV: MS Security Essentials which is recommended by almost everyone here. http://www.microsoft.com/security_essentials/

Next check System Files by running http://www.sevenforums.com/tutorials/1538-sfc-scannow-command-system-file-checker.html.

Google repeat errors in Event Viewer>Admin View to see how others have resolved them.

Run the memtest suggested earlier, then test your HD using maker's full repair CD scan: http://www.tacktech.com/display.cfm?ttid=287

Consider a http://www.sevenforums.com/tutorials/3413-repair-install.html?ltr=R as a last resort before clean reinstalling.
 
Ok Greg I did EVERYTHING on your list. No issues found. There was a disk error but I fixed it.

I have What's Running up and it shows under IP connections that my PC is accessing all kinds of IPs, even when I don't have a browser up. I have run every virus checker under the sun and they can't find anything. How can I prevent my PC from going out to these IP addresses?
