Help with NET Framework 4.0

I have a Windows 7 Pro 64-bit system and I was trying to install PDF Creator to do some testing. During the installation it wanted to install NET 4.0 which I did not have installed on my system. The installation failed and so did PDFC.

So I went to do my usual: Use the Microsoft Verify Tool which found no Net 4.0 installed, then went to use the NetfxRepairTool which found two things and repaired them. Then used the Microsoft Cleanup Tool which I saw there were 4.0, 4.5.1, 4.6.1 and 4.6.2. I removed them one by one using the tool. Looked at the logs and said those versions were not installed.

I went to my Hidden Updates and restored the 4.0 (KB982670) and tried installing that one and again failed. So did the above again (rebooting of course each time). Then I downloaded KB982670 from Microsoft and ran that and still failed. Did the above again.

So I am at a loss, here is what the Net 4.0 installation fail log says (pic):

Can someone help me on this? BTW, I also cleaned out the temp folders each time just to make sure. This computer does have Net 2.0, 3.0 and 3.5 installed on it with all the updates for each. The verify tool says those are intact so I did not remove them; just the 4.x versions.

Personally I've found that Extended Disc Cleanup and Windows Installer Cleanup is needed after removing .NET framework versions before installing new versions downloaded directly from MS Update Catalog installing one at a time with a reboot between each install keeping Windows Update Service disabled until the final reboot then let Windows Update take care of any missing updates or service packs.
