ive tried all drivers since the 320.19. my last GPU was the same exact one as I have now. I sent it in for an RMA and they sent me a new one of the same model. my last one was the same issue.
So the other GPU was probably fine then. At least you can rule out a bad GPU as well.
EDIT: Drive completed successfully. no errors.
Scratch that off the list as well.
I let memtest run several passes.
Chances are the RAM is fine as well.

Have you tried re-enabling those services again - all of them? Sometimes it's possible that what may not appear to be a cause can have a trickle effect.
As for the overclock - remove it and run @ stock. You have a niggly issue and it's best to eliminate all variables. You can always re-instate it afterwards.

Was just wondering if was video driver related.
it seems to only happen now on BF3. it does it very little in the beginning of playing, then as time goes on and my GPU heats up, the boost clock fluctuates maybe 10-20MHZ in the boost range, and so does voltage. and the stuttering gets worse after that,
Have you tested by playing the SP campaign to eliminate any possible server lag?
Also have you tried creating a custom fan profile, or cranking up the fans speeds in EVGA precision or Afterburner to try and keep the temp below the boost cut off?
Although 10-20mhz shouldn't be that noticeable as the different power states kick in. Although as the temp rises, dropping
below the baseclock speed would be noticeable.
It does NOT happen in my other games AS often. it may happen once every 20 mins or so, or not at all. so far that I noticed.
