Hidden Parts of Application

I am getting annoyed at this problem. It may not be to do with Windows 7, but I know that the forums are full of clever people.

Basically, I download an application. I run it, but see no buttons or text. If I go into maximize, then I can see a few of the buttons; but they are all stretched. This might be to do with screen resolution, but I have not idea.

I could realy do with some expert help, here.
