Solved High Ping and Choke in Windows 7 (CSS/TF2)

Okay, just signed up for an account here because I see a lot of other people posting the same issue I am having, but none of the suggested fixes for me.

Symptoms:
-90ms - 180ms in CS:S and TF2.
-Massive amounts of choke in both games.

Specs:
CPU: 2.20 gigahertz AMD Athlon 64
Motherboard: ASUS A8N-SLI
Graphics Card: GeForce 8800 GTS
Network controller: NVIDIA nForce Networking Controller
Memory: 4gb DDR2
(By the way I just fresh installed Windows 7 64-bit Ultimate N from Windows XP.)
Firewall: N/A

So in XP I got around 50-60ms on this one server I play on all the time, when I switched to Windows 7 I get huge ping spikes ranging from 90ms to 180ms. I see no reason why this should be happening in 7 but not in XP. (I kept my XP HDD so I could switch them out to test this.) When the ping is higher everything in-game is choppy and slow, mainly physics and other players movement. My FPS are fine, being 40-60fps.

I've disabled autotuning, edited several things in my registry, turned off IPv6, setup a static IP, turned off network services, turned off a network reserve setting, and probably many other edits to my OS.

If anyone has any other suggestions, please, PLEASE, post them! I love Windows 7, it is much faster than XP on many fronts except this one annoying issue.

(It does come in handy though, when everyone in the family wants their own computer)
Wow, okay so Pinstripe's fix, fixed my problem! Thank you! I haven't seen the updated fix for the MMCSS where you turn off the throttling specifically! That is the one fix I couldn't find anywhere. Thanks for the post, I thought this was a lost cause posting here. XD

HI yes i have high ping and choke this just started in my game l4d2 mainly. I know my pc can handle. When i go to join a server it takes forever and i get high choke and ping when a lot of zombies spawn. It just started i am at my friends house and have tried everything. even turning off my sound. But when i play single player it don't take as long as it does to join a multi-player game does but still lags. can you help me thank you.

Run a virus scan. I had the problem with CSS. My latency was over 1000ms when it used to be <30ms for most servers. The virus attacks your csrss.exe file in the registry (which has some function related to accessing the internet, it is part of your operating system, not the virus itself), and tries to remotely access your computer, thus causing the high ping. Did you download an aimbot? If so, DELETE IT IMMEDIATELY!!! I did and that's why I had the virus (don't judge me, I only got it to use the anti-aim feature so that true hackers couldn't hit me). Hope this works for you like it did for me.
