Either way Avast and Windows 7 Defender at the same time is the question.

Ahhh......no worries. At the beginning of this thread I explained this was for a Samsung NP-QX410 (we're recycling it for our soon to be 11 yr. old son as a gift)...not for the Laptop on my profile specs (which I just updated, Thanks LB I forgot to do that with recent changes and all the personal pc upgrading and salvaging stuff I've been doing in last month, I did in fact switch my Toshiba from AVG to BitDefender and also installed a new SanDisk SSD and upgraded the ram from 4G to 8G)

(Note: I also added in my profile system specs, under additional info, the Samsung Laptop and another Toshiba I have A205-S7468. Hopefully this might prevent me confusing things for others in the future. Additionally, the Samsung this thread is about, I just migrated/cloned a new Samsung 850 EVO 250G SSD into it. That is, I replaced the old Seagate 120G HDD that was in it when I began this thread)

Not quite. Another member (Pyprohly) offered a useful suggestion that I think is only a temporary solution. Copying the Windows\Temp folder to another location to attempt access. It worked. I copied the file to my desktop and was able to access no problem as User. But I believe Windows would prefer the Temp folder be in it's original intended location, and permission issues there remain....

I posted that thread, specifically regarding the permissions issue, in that area of the 7Forum a few days ago for 3 reasons:
1 - permissions issues were discovered while in this thread working with NoelDP on Win Update issue
2 - after some investigation on 7Forum I felt maybe I should also address them in another section
3 - I thought I would solicit additional help as NoelDP was already generously giving me a lot of his time and expertise

Just a suggestion.
If you have a problem being work on in another thread at the same time Noel is helping with Updates on the same system please just inform him.
So the right rand know what the left hand is doing.

I have time to look for other threads but Noel doesn't.

Thank you for the suggestion. Sincerely. I intended to mention to Noel (highest regard and gratitude for!) I had posted the thread soliciting additional advice regarding the permissions issues, and for exactly the reason He was giving so much of his time helping with the Win Update issues already. I would've informed him of any other advice I would have considered trying, so as to not make his help more complicated or time and effort wasted. So far, I've only moved the Temp folder to the desktop, where it is now accessible in an alien (not native) location, but I haven't changed anything and I still don't believe this any kind of permanent resolution on the permissions situation.

This seems to be a bit of a rash... I came across another user this morning that has the same problem accessing the Temp folder.
They found they could access it properly in Safe Mode (can you?)

This makes me think that the problem here is the AV rather than permissions - please switch the current AV off, and see whether access is now allowed.

No other AV's have been installed on this Samsung since I reinstalled Windows 7 about 3 weeks ago. Just Avast.

Here is my update (Note: NO improvement or progress with 3 stubborn Windows Updates or access to Windows\Temp in native location after all of the following actions the last 2 days) :

- Ran Windows in Safe Mode. Had full access to Windows\Temp folder (which is not an empty folder as I originally thought)

- Turned off Windows Defender.

- Turned Off Avast.

- Ran Windows in Safe Mode again. tried to copy your Manifests and Packages into Windows\Temp folder\CheckSur Services & Winsxs Folders. Same 5 files in packages would not copy over...even in safe mode. access denied.

- Ran SURT again. Tried Windows Update a few more times. 2 new optional updates installed. 3 same old stubborn updates refused to download and install. (screenshot 2)

- I had started another thread (Sorry for not telling you sooner ) a week ago trying to reduce the burden on you I felt my situation had grown into to. It was strictly about the Permissions and I was hoping to get some additional constructive info or advice I could share with you that might help (best of intentions, sloppy execution). One member may be onto something, but I don't think he got any closer to resolving it. I closed the thread this morning. Here is the link:

Definitely very strange!
The only thing I can think of is to completely uninstall Avast and run their cleanup tool, and install MSE at least temporarily.

Download the Avast removal utility from here http://www.avast.com/uninstall-utility
Follow the instructions for running it, and when complete, reboot the machine.

Hey Noel,

Before I uninstall Avast and replace it with MSE to see if it corrects the problem, I wanted to exhaust a few ideas.

I previously copied Windows\Temp to Desktop. Had full privileges on Desktop copy. Installed all of your Manifest and and packages on the copy successfully. So, I thought maybe I could delete original Temp and move copy back into Windows and see if I would have an accessible copy within Windows Parent Folder.

I went into Safe Mode:

Was successful taking ownership of windows/temp
deleted Windows\Temp. Successful.
Upon restart in Normal Mode "Temp" was back in Windows....no access again.

So, I then tried ECP with admin priv to delete Windows\Temp...and got Screenshot 2

I googled it and tried instructions...windows features wouldn't populate?....screenshot 1

Any thoughts?? My next move is uninstall Avast and install MSE.

You can try disbling the Windows Fax & Scan service - open an ECP and run the following command

SC CONFIG Fax start= disabled

(note the space before 'disabled'!)

then reboot
see if that helps.

I followed above instructions. Then installed MSE. Ran scan. Rebooted. Checked Windows update.....UP TO DATE!!!

I then rechecked for updates....and the same 3 previous bad updates FAILED?

WINDOWS|TEMP folder IS now accessible however!!

Thoughts?

Please run SFC and CheckSUR again, and post the new results, and with any luck, we'll have it cracked.

Do you actually need the Fax&Scan service?

The SFC results are incomplete in the CBS.log - but the indications are that it's OK.
CheckSUR still shows a few problems...

I've uploaded a file - v63ab.zip - to my OneDrive at Noel's OneDrive
Please download and save it.
Right-click on the downloaded file, and select Extract all…
Extract to the default location - which will create a new folder v63ab in the same place.
Open this folder - there should be two folders inside it (Manifests, and Packages)

Copy the content of the Packages folder to the folder
C:\Windows\Temp\CheckSur\Servicing\Packages

And the content of the manifests folder (.manifest files) into this folder:

C:\Windows\Temp\CheckSur\Winsxs\Manifests

Now run the CheckSUR tool again (it may take a while)

Post the new CheckSUR.log file, and the CheckSUR.persist.log file.
