Well actually there were a few ways one could do it in XP, they can probably be done in win7 also. But they are not very elegant solutions (they give bsods) and I wouldnt suggest them to anybody. In XP days there also used to be this shareware called NoSafeMode, but that would enable/disable all safe mode, with and without networking. Dont know whether its compatible with or safe to use in win7.

But again safe mode is a great safety net. If you want to restrict drive/network access, explore other ways.

It is Disable Safe Mode
Unfortunately, it in not freeware but it can save your computer settings without unwanted BSODs and other hacks.

Safe Mode with Networking does not allow you to "break in" to a computer. DO NOT DISABLE SAFE MODE.

Are you sure you are asking for just that? I'm taking a guess here, but are you seeing the Safe Mode options everytime you boot, and want to stop that from happening?
