How do i reinstall windows on my computer pls read desc

I wanna reinstall windows 10 but my problem is that i cant open my normal boot even safe mode so how do i reinstall it pls i rlly need help
Im new at this forum
I cant open my pc on normal boot and safe mode is because of bsod but i dont wanna fix it befause of high cpu usages too i need to reinstall my pc but how?

Welcome to the forum. get the latest windows 10 from https://www.microsoft.com/en-gb/software-download/windows10
let it create a usb or dvd then set the bios to boot from the usb to install during install delete all current partitions and let windows create what it needs if it ask for a serial skip as it should active from MS
