I think you have a virus that is a fake anti-virus product and it is messing up your computer. To remove this, boot your laptop into safe mode with networking by following this tutorial: http://www.sevenforums.com/tutorials/69585-safe-mode.html
Then, download and install Malwarebytes Anti-Malware: https://www.malwarebytes.org/
Be sure to uncheck the free trial at the end (unless you want it)
Once Malwarebytes has installed and updated, run a full scan and remove anything it finds.
