How do I reset my computer?

It sounds like the download was interrupted. What are you using to download it with?

Google Chrome. I just hit the download button and it starts downloading on there.

Edit: Should I try downloading it on a different computer?

Downloaded it on another computer and it only downloaded 2.49GB for some reason

Use a Download manager. Down Them All added to Firefox works well.

The thread as well as the tutorials linked repeatedly explains that you must write the ISO to flash stick using a specialized tool. Easiest is Windows 7 USB-DVD Download Tool.
