How Do I set up mouse over?

I have some cases where some fields overlap other fields. I'm told there is a way to set up W7 so that when you hold your mouse over the field, one or the other will pop up and can be read. How?

Start->control panel->ease of access center->make mouse easier to use->make it easier to manage windows -> check "activate a window by hovering over it with the mouse". I think that's what you need.
