I read several questions about this on the Microsoft site and the general opinion was that it can't be done on Windows 7.
Here's how I did it:
1. View your photo file items as "Details"
2. Highlight the photo that you want to be number 1. Right click "rename" and add the number "1" as the first number of the .jpg and then add 2 spaces.
3. Repeat on next photo that you want to change sequence with the number "2" as the first number and double space.
Repeat as needed..As soon you "re-name" it, the photo will move to it's changed location and remain there.
