How to add a shortcut to textfile in root START menu?

When I click on the START button I can see some shortcuts to textfiles on my D partition.
I have put them there sometimes in the past.

But I did not remember how I did that exactly.

How can I add a new shortcut to textfile? Just drag&drop does not work.

the shortcuts are NOT nested in a (sub)folder of e.g. "All programs" but on the top (=root) level.

There must be a folder where these shortcut are stored. But is neither

C:\Users\peter\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch\User Pinned\StartMenu

nor

C:\Users\peter\AppData\Roaming\Microsoft\Windows\Start Menu

nor

C:\ProgramData\Microsoft\Windows\Start Menu

So I search my whole C:\ partition for the name of the shortcut but did not found it.
Very strange.

Maybe someone can help me

Add a program / shortcut to the start menu in Windows 7

If you already have programs in the programs menu, you can right-click and choose open folder location
In the URL it will show you the path
32 bit in Program Files (x86)
64 bit in Program Files
C:\Program Files\
C:\Program Files (x86)\
