How to convert PAL to NTSC and vice versa?

I have found that if you are planning to send your dvd video to any countries that support this system you will need to get your video converted to NTSC. Can anyone suggest that How to convert PAL to NTSC and vice versa?

I once contacted a "Video Services" company out of the phone book and had them convert a PAL video tape to NTSC video tape. I'm certain you could do that. It cost me $20 for one tape.

Certain high quality VHS recorders had 2 separate bays and could convert. There may be certain DVD recorders that can do the same thing.

I don't know if there is a way to convert via the PC only, using software.
