I think you're asking for a static IP.
But I don't understand your concern about "someone changing your IP". Only one who can do that is your Internet provider, by means of its DHCP server which assigns an IP address to your computer (or your router if you use one).
What you can configure is your internal, local IP address if you use a router and are assigned a 192.168.*.* address by it. Is that what you want to do?
