How to Disable USB Ports while shutting down windows?

Hi
i have a PC with intel DH61WW Motherboard and windows 7 Ultimate installed on i and i have a USB Modem Connected to this PC, whenever the Modem is connected to this PC windows won't shutdown it stucks on shutting down windows and i turn it off by pressing the power button for 10 seconds but when i remove the usb cable from the PC and i shut it down it shutdown normally how can i make windows disable USB ports while shutting down?

Does this problem happen with any USB device that is left in when shutting down or only when the modem is connected ?
Personally I would look at replacing the USB modem with an affordable router with built in modem. This way you would connect wirelessly or via an Ethernet cable, and eliminate the shutdown issue. Plus a router is a much better option than a usb modem and you could connect more than one device (mobile phone, laptop etc.) to the internet via the router. ;)

thanks for the reply well this modem is used for caller ID and it's not a DSL Modem device and yes only this modem does this problem

Well have you thought about leaving the system running 24/7. If it is used for Caller ID why would you want to shut it down. You won;t have the caller ID then.
