How to display files above folders

When I go to C:/users/my name/My Documents and select it, the right panel displays the files on top and the folders below.
When I go to Libraries/Documents/My Documents and select it, the right panel displays the folders above the files. Most of my folders display the sub-folders above the files.
How can I make all selected folders display the sub-folders above the files?
None of the usual SORT routines change this display mode.

Have you tried the Group by type option?

you can once again click on the sort and change ascending/ descending that might help

Group by type doesn't help

If I Arrange by TYPE, I get groups of files that are all alike. All the.pdfs, all the .docs, all the .txts. Not what I want.

Sorting by ascending/descending doesn't work either.

I sort by Date Modified and it puts the folders at the bottom (if the folders are at the top, click Date Modified again and the folders will go to the bottom).

you could also disable auto arrange using brinks tutorial ,and have the folders and files in any order you want
