How to fix infinite reboot loop

I've been trying to fix this problem for a while now. I have windows 7 ultimate and my PC reboots half-way through the windows logo animation. Here is what I have tried(everything I've tried both through my PC's WinRE and my bootable windows flash drive WinRE):

• Boot into safe mode(gives the same result as booting normally)
• Launch startup repair(found a problem, but could not fix it)
• SFC on C drive(found problems, but could not fix some of them)
• Recover files from RegBack(didn't change anything)
• Memory Diagnostic(result: no hardware errors)

I really want to avoid reinstalling windows. Thank you for any suggestions.

It may be a disk problem.
With the Win 7 installation disk, go to repair and open a CMD window.
Type chkdsk c: /f

Thank you for the reply. I ran it and received the following message: "Failed to Transfer Logged Messages to the Event Log with Status 50".

Please edit your profile with ALL your hardware specs.

The logged couldn't be written to the disk.
What where the results of the check disk? Did it find bad blocks or bad clusters?
Repeat the check disk if you haven't read the results.

You have done all I can think about.
As SFC on C drive found problems, but could not fix some of them, I would reinstall windows.
The best solution is to do a clean install (deleting all partitions) IF you have a data backup.
If you don't have a backup:
- you can create one booting a Linux (cd or USB flash disk) then copying the files to an external disk then do a clean install.
- You can install win 7 on same partition (if it has big free space). It will create a Windows old folder that has all previous Win 7 folders and then you can move the data files from \users to the new c:\users.
Then delete Windows old folder.
