How to fix the latency?

22ms monitor latency... renders windows 7 useless for all forms of recording can anyone explain to me how to fix it, is this some kinda JOKE!?

A proper sound card and driver made for audio work? Something from M-Audio or any other decent audio device manufacturer would work. I get sub 3 ms on my ancient delta 44 card.

I have a Sonar based recording studio (and working on Pro Tools).

I agree, a separate audio recording interface will do much better than most PC sound cards.
