how to format without installation CD

Do you have a "Certificate Of Authenticity" sticker somewhere on the PC?

If so, what version of Windows is mentioned on that sticker?

You are not providing the right information. The COA sticker is a paper label on the outside of a desktop, on the bootom or under the battery on a laptop. Do you see a 25 digit product key for Windows 7 Ultimate there.

That is NOT the Product Key.

You need the Product Key to activate any re-installation of Windows.

If you don't have the key, which is on the sticker, you are probably out of luck and will have to buy another copy of Windows.

Your system specs say you have a Dell. As far as I know, all Dells will have the sticker.

I don't know where you bought your computer. Perhaps you had a different "arrangement".

Dell PCs should also have some means of restoring to factory state, in which case you would NOT need the Product Key. But that is not a clean re-install.

Not likely. The Product Key is called "Product Key", not FCC ID or anything else.

Are you reading it from a sticker?

Or from somewhere else off your monitor?

The Product Key is in this format:

xxxxx-xxxxx-xxxxx-xxxxx-xxxxx

5 groups of 5 characters.

Here is what an FCC ID is:

It has NOTHING to do with a Product Key. One is from the Federal Communications Commission; the other is from Microsoft.

Odd things go on in the PC industry in India---so I'm told.

You have to decide why you DON'T have a sticker and a Product Key.

The person or company that sold you the PC would be the one to talk to about that.

You may not even have a valid Windows installation. Who knows? As I said, odd things happen in India regarding Windows licensing.

You don't need a "copy of Windows". You need a valid Product Key.

You can download a valid "copy of Windows" for no charge. Anybody can do that. You could install it. Anybody could do that. But you could not activate it because you don't have the Product Key.

The Product Key is what you pay for.

You bought the machine and operating system now on it from someone. What do they say about your lack of a sticker and Product Key? Did you buy the machine new or used?

Talk to the seller and mention "Product Key".

You may have a counterfeit or illegal Windows install. If you want to find out, you could start a thread in the "Windows Updates and Activation" section of this website.
