How To Get Icon Names In Uppercase

How do I get uppercase letters in icon names in windows explorer when I want a particular name to be uppercase? When I enter or rename an icon, sometimes I can get upper case letters; sometimes parts of the name are uppercase letters and parts are lower case; and sometimes everything is lower case. I can't figure out what is controlling that.

By "icon names" do you refer to file names?

FileName - A FileName - B
File names and folder names especially in shortcuts. For example, FileName - A is what I entered. FileName - B is what I got after pressing enter.

I've noticed that sometime if you rename a file or folder to exactly the same thing (regardless of case) Windows won't change it. Try naming it to something else and the name it what you want.
