As an addition to the post that Tews has made above there are some more advanced methods to add to the protection using the advanced permissions.

This would involve removing the take ownership right from the administrators group for the file.

To do this you need to remove all permissions from the file apart from those for your particular username.

This has the advantage that the other user will not be able to even see the file - and if they do not know of it's existence half the battle is already won.

The highly advanced user may be able to access the file by the use of other techniques but the more difficult you can make it the better the security is.

The best security of all is of course do not allow physical access to your machine by anyone that does not have your complete trust.

Just make sure you have seperate accounts set up on the machine, make sure the account you want to restrict doesn't have admin rights. Then go to the permissions of that file and make it so "users" only has read only access.

Came across this a while back:

Prevent cut, paste, copy, delete, re-naming of files & folders with Prevent v 1.0 | The Windows Club

We are pleased to release Prevent v 1.0, a freeware app which runs on all Windows. If you don’t want anyone deleting or renaming or messing around with your data, maybe your younger sibling, then Prevent may be able to help you.

Prevent :
1. Stops Cut
2. Stops Paste
3. Stops Copy
4. Stops Delete
5. Stops Copy To
6. Stops Move to
7. Stops Send To
8. Prevents renaming
9. Disables Task Manager’s End Process button. Also it doesn’t allow you to right click on process name and click on end process. It also greys out the context menu items, disable Ctrl+C, Ctrl+X and Ctrl+V and/or stops the process.
