How to save a restore point?

Hello, I said in another thread, my pc will not boot. It happens quite often, but isnt usually a problem because I just go into safe mode with command prompt and do a restore to an earlier time point. However, this time the selected restore point (for whatever reason) was set to today... I could have changed it but stupidly I didnt. I beleive that was probably the source of my problem, as I basically set it to the day the crash happened. After it finished the restore process, windows still didnt boot, and I assumed this was because I set it to the wrong date. So I decided to do the whole process over again, however when I went into safe mode, typed in rstrui.exe on cmd like I usually do, it went to the restore page but said "no restore points found". So I figured I just had to click where it said to set a restore point, in system protection. It brought me to the system properties page, but there was no system protection tab...
So I'm basically asking, how can I set a restore point in safe mode with command prompt?

I don't believe there is any way to create a restore point while in Safe Mode. This is a rather complex process and relies on services that do not run in Safe Mode.

So, you're saying my computer is completely done for and there is no way to fix it? I will do a factory restore any day but I don't know how I can do that either. Help?
