how to set ask for password to format local disk

Hello .I run window 7 home premium 64 bit .I want to set password to format drive as to save data accidently format the drive like local disk (d,local disk (e etc

Formating any drive requires an administrator account. So if you want to format it will ask you for elevation, which in turn will ask you for your admin password. You just need to use a standard user account (which is a good practice anyway) instead of an administrator account.
