Why do you want to do this? Be specific.

I doubt whether we would be willing to help you unless you have a really good reason which fully protects others' privacy, and then there may already be a solution.

The best approach to protecting your PC is preventive. You should password the Admin account as only yours, then give anyone else a Standard limited account which will not be able to make changes, or have them use the Guest account. Do not give the Admin password for any reason, make other users show you what changes they want that prompt for password and only supply password yourself, to those operations you fully understand and want. This is responsible ownership of a PC you wish to share, not snooping on someone.

but i can't password protected to my home computer because my brothers uses my computer. I want to watch only there activities from my office. just simple

Make your brother his own User account and then password your user profile.
You do not not need to give him admin rights if you are worried about him changing program settings.

I just told you that you can password the Admin account so changes cannot be made on your PC, then you'd set up a new Standard User Account - Create for your brother or anyone else, or have them use the Guest account - without the need for either of those to be passworded.

This protects you from changes being made without your knowledge, and is responsible ownership of a PC you want to share with others - not snooping on them to invade their privacy.

For children Microsoft has parental controls under Windows Live Essentials that restrict and log websites. That's about as far as I'd go without a better reason than that you want to snoop.
