hp laptop blank screen with a cursor

My hp laptop blank screen with a cursor. I tried booting in safe mode and restoring but I still get a blank screen. Tried booting a windiws 7 dvd ,windows loding after blank screen. please help me Thanks

Is the Hard Drive detected in BIOS setup when you boot into it? Look under storage drives and the Boot order.

If not reinstall the HD. Test the HDD with maker's HD Diagnostic to see if it is detected and can be repaired. If you can't get it detected, replace it.

If the HD is detected, do the RAM test and then proceed with Troubleshooting Windows 7 Failure to Start

my dvd drive not working...i'm using bootable flash drive 8gb.... .. I removed the hard drive from my laptop and booted with my windows 7 usb flash drive and it actually worked. No blank screen, the flash drive I booted actually showed up windows 7 install setup (i put back hdd then boot frm flash drve, f9, boot usb hdd ,windows loding, starting windows,the same prblm blank screen cursor no blue screen install setup)

If the installer will boot and function without the HD then it means the HD is bad or has bad boot code blocking other devices from booting. You'll need to find a way to repair, replace or wipe the HD.

See if the Partition Wizard written to stick using Universal USB Installer
will boot from Flash stick to view the HD, do Surface test and Check File System.

Otherwise use the bootable Flash HD Diagnostics
 
HDD problem? ......5 days before this problem started. .laptop power on > boot >2 option windows err startup recovery& windows start normally i try windows start normally but blue screen one sec then auto restart . i try windows recovery option >windows loding > windows starting> View image: 65a1558c 4130 45c3 93b4 e1de3c40739d 0 >> i click startup repair auto repair >5hrs wait nothing >then force shutdown [power button press 5sec] >>>again power on >windows recovery > loding windows>starting windows> "blank screen"

When Startup Repair stalls like that it can mean the HD is failing Disk Check. Did it warn you it was checking the disk and might take some time?

Regardless you were to boot into BIOS setup to see if HDD is detected. Have you done that yet? Then proceed with the other steps I took the time to write out for you which you seem to have somehow missed.
 
Follow the steps in Troubleshooting Windows 7 Failure to Start to try everything possible to Start Win7. I would use the Windows Defender offline booted from flash stick or CD first to check for infection, as Win7 may not repair if infected.

It doesn't appear to be booting your flash stick installer. Is this a known-good installer that will boot in another PC? If not use the latest ISO for your version provided in tutorial above written to flash stick with UltraISO Software To Create Bootable USB Flash Drive .
