Windows Starts Black Screen With Cursor

My windows starts in a black screen with cursor after the logo shows.

Then I've tried System Restore in safe mode but it says that you need to run CHKDSK.

But when I run CHKDSK when reboot it says " CHKDSK cannot due to recently installed software".
If I run CHKDSK in CMD with this command "chkdsk /f /r", it says "CHKDSK cannot run because the volume is in use by another process". and I've tried "chkdsk /x" but still can't run.
I've also tried running CHKDSK in "My Computer->Local Disk (C->Properties->Tools->Error-checking" but its says "file system corrupted".

I've also tried to repair using Windows Installer Disc, But can't find "Repair" in Boot Menu.

Note: My Windows still works in Safe Mode and with Networking.

Boot in safe mode, open an admin command prompt and enter the command

chkdsk C: /r

Press 'y' and reboot, depending on the size of the partition, speed of the drive and how much there needs to be done it could take quite some time.
