Yep, a clean install. Be sure to back up any files you need before commencing though as your drive will be completely formatted.

OK - let's go back to basics....
(the context may be wrong, but the information resulting could be hugely important!)

Please follow the Windows Update Posting Instructions and post the requested data

If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

Please also post the C:\Windows\windowsudpate.log file

You need to be running repairs now from boot mode and not the crippled OS.

You can run the Malwarebytes scan in Safe Mode Networking

Then work through the steps or at any time skip to the last steps to rescue any files then run Recovery or do the superior Clean Reinstall Windows 7

You must have missed my post above where I gave everything that can be done to repair Win7 or if necessary rescue your files to do a Clean Reinstall Windows 7.

Everything needed to get and keep a perfect install is compiled in the blue link, and been used by over 1.4 million consumers without a single complaint or return here with problems IF they stick with only the tools and methods given.

Usually on HP Notebooks pressing F11 on boot time invokes the System Restore option.
If all other has failed, you can always restore your system to Factory Default settings.
