One of my users had similar thing happening to his home pc. He had a virus on his pc which was effecting his admin credentials. Download and run Vipre Rescue tool from the link below. You can run this tool even if you have currently some kind of anti virus installed.

VIPRE Rescue - VIPRE Computer Recovery Solution from Sunbelt Software

Hope this helps.

Let's start at the beginning...

First, are you sure that your current account still has administrative rights? Are you having access problems with all files or just some?

yes all.
for eg:
1: i do not have acess to my C and D drive.
2: i can not cut,copy,paste,delete any file.
3: i can not install or unistall any program.
4: i can not change any network status.(enable or disable)
5: i do not have acess to basic windows programs like Word, Picture Manager, Powerpoint, Movie Maker.
6: if i start my computer in Safe Mode then only i can do SOME tasks.

Here's a thought right click a file and after you've followed the instructions from this link ,Add "Take Ownership" to Explorer Right-Click Menu in Win 7 or Vista - How-To Geek it is kosha works well, you will have a new item Take ownership in the right click context menu. If permissions have got mixed up for any reason, this will give you control of the files.

Just an idea, it might work. :)

i downloaded the file but as i mentioned above; i can not install it

will it be okay if i just format it?

At this point I'd just take the drive out of the computer, temporarily install it in another computer (or use a USB enclosure so you don't have to physically install it into another computer), and copy all of your important files to the other computer. Once you have everything backed up, install the drive back into the original computer and install Windows again. When you install Windows, make sure you select custom install, and then format the partition where you have Windows.

Just a thought. Have you tried logging out, then logging in with the built-in Administrator account? The password would probably be blank (pretty sure that's the default, not sure). If you can, go into Control Panel > Users and make sure your personal account has admin rights.

The built in administrator account is disabled by default.
