I can't access to a specific website

First of all, Hello everyone.
I've been experiencing this problem ever since I bought a new laptop in march.
I just simply can't access to this website (it's a Korean website)

I thought it was a simple error on Google Chrome, so I tried to access it on IE, Firefox, etc. I always got the same results that I couldn't access it.

I'm not a computer expert, but I've tried to access the website with the ip address. I was able to go on the website, but when I wanted to proceed further into it (For example, reading an article), it would show me the same page as when I couldn't access to it.

Could anyone please help me out?
(Although none of you will able to read/understand what it says on the page, in case it might come to a use I'll leave the website)

*It is neither blocked on my firewall nor on my antivirus program.

Works now (2am PDT) from San Diego, CA. I even followed a link to a news story.

I was able to go on the website on my mom/brother's computer. Could there be a problem on my computer?

I had a problem with a specific website before and found it was a problem with my default DNS server.
You could try using the Google DNS server and see if you can access the website.

I changed it and tried using the Google DNS server, but it still doesn't work

Create a new user on your computer and see if you can connect. If you can, there's something going on with your current profile.

I've just made a new account and tried it on IE, but it also didn't work there.
Should I try the other browsers as well?

Hi!
I seen your problem before.You have been blocked.Yeap! your ISP is blocking you.Either you downloaded a lot of stuff or the ISP is suspecting you of something. I been there before.
Try a proxy server like zend2.com and type the url. Check your ISP speed. If your speed is very slow, your ISP is doing the block. If the speed is the same but you can't get access, it's your DNS being blocked.Your ID is being singled out just like my ISP is doing to me.

Hey, thanks for the suggestion!
So I was able to go on the website, but it took much longer to fully load the page than other websites.
The weird thing is, I was able to go on the website on other computers and we all use the same network.
If the ISP is blocking the website, shouldn't I not be able to access the website on the other computers as well?

So, you can now access the website but it's very slow...right?

With that, I would try:

• Start Windows in Safe Mode with networking and see if the website is slow.
• Do a Clean startup to test for an application conflict

Well I can access the website but only when i access through zend2.com (Proxy server)
