The steps are given here to do what you need. You do not use Works Task Launcher for this, you use the file highlighted in the picture below. If you don't have the spreadsheet program file then it isn't installed.

Rightclick on the Works Spreadsheet file which needs to have default Program set, select Open With.
If the Open With window is not showing Works Spreadsheet as a choice, click Browse.
Browse to the Microsoft Works Program file, select the file shown below which is the Works Spreadsheet executable, it will populate the list with Works Spreadsheet. Then highlight that choice and tick the box to have it open all files of that type with that program.
