You could right click on your desktop, click on View, and click on Auto arrange icons to uncheck it to then be able to do so.

My problem regards being able to "freely" move the ICONs from one position to another on the desktop. I am NOT having problems with them NOT showing up, changing colors, etc. I just want to arrange them to the positions I want them. I DO NOT have the "auto arrange" on. Sometimes in the past I have been able to left click and hold down with the cursor on the ICON, and then drag it to where I wanted it, but for some reason can no longer do this. Now, when I left click and hold, it opens the program for the ICON. I have tried right clicking too...that doesn't work either. Appreciate any help I can get. Thanks.

You might see if doing a system restore using a restore point dated before you had this issue may be able to help.

You could also try pressing esc 3 or 4 times as that has helped some people sort the same or similar problem. Worth a try.
