Solved IE9 won't run and won't reinstall

When I opened IE9 it would always hang, never giving me the ability to disable add-ons or return to default settings. (I am running Windows 7 64-bit OS).

STEP ONE: I went to the MS website and downloaded IE9. I began with 32-bit thinking it would be more stable, but it gave a message saying it wouldn't run on my version of windows. So I downloaded 64-bit, and tried to install. I got a message saying that the version on my machine was later than the version I was trying to install and it wouldn't let me proceed. Huh??? Surely not? But it gets stranger.

STEP TWO: I uninstalled IE9 in control panel and rebooted. Surprisingly IE9 was still there after reboot, even though I had uninstalled it and a check of Control Panel no longer showed it as installed. Huh??? OK, it is getting close to Halloween, I admit.

STEP THREE: I went back to the website and tried to download and install IE9. It gave me a message that Internet Explorer did not finish installing.

So if I can't install, I can't uninstall in order to reinstall, and I can't repair, how do I fix this? It's got me perplexed!

stl sailor / Dale,

Nicely set out post above.

Apart from IE 9 problems does your system appear stable?

Have you a System Restore point created PRIOR to these problems?

Responses to Questions

JMH, the system appears stable with one exception which has been consistent for a few days now. When I hibernate, then resume, it almost always hangs on resume. If I punch the power button to halt the resume, then try it again and choose the menu option to go ahead with the resume, it works the second time.

I hadn't thought of checking for restore points. I did and the answer, unfortunately is no. I thought the system automatically set a restore point daily, but apparently not.

Please fill out your system specs in your profile ... http://www.sevenforums.com/tutorials/180324-system-info-see-your-system-specs.html

Also, did you try to install IE 9 (after downloading) with other programs open and running? Such as still *being connected to the Internet*, with other Windows open?

Jacee, I entered my system specs as you requested.

As to your question, all software says don't run anything else when you install. I always do; there's never been a problem. Therefore the boy crying wolf syndrome kicked in. In this case, though, you were right--the wolf showed up. Here's what I did:

Additional Steps I have taken

STEP ONE: Tried installing IE9 again with no programs running. This time it told me installation was completed. A reboot was required.

STEP TWO: Ran IE9 to check if the problem was resolved. It wasn't--it still hangs on starting. (Actually it says "Your last browsing session closed unexpectedly." When I press the button to restore the webpage, it then hangs.)

IE9 Links

JMH, these are good links, I think, and I appreciate the time you took to post them--they just haven’t produced much in this particular case.

  • First Link -- I first posted the problem there three days ago – still no replies.

  • Second Link – I used this for directions on how to uninstall & reinstall.

  • Third Link – Good information on how to reset IE settings if you can get into IE. Unfortunately I can’t.

  • Fourth Link – I did learn, as you pointed out, that IE9 cannot be completely uninstalled when:
    • IE9 was preinstalled on the machine,
    • IE8 backup files were not kept or were later deleted,
    • a service pack was applied after IE9 was installed.
The first scenario fits my situation.

Even though I still can't get into IE9 after I reinstalled it, there is one positive change -- resume from hibernate no longer hangs the first time I try it.

System Restore

This one puzzles me. I have installed quite a few pieces of standard software on the machine over the past few weeks. Yet yesterday when I looked it only had one system restore point from the day before. Today it tells me that no restore points have been created. Yet the link confirms my thinking that some should have been.

I'm beginning to wonder if I need to reinstall Windows?

Just to wrap this up, I had a problem installing a software update that may have indicated there could be a bad sector on the disk.

  • FIRST, I ran chkdisk set to correct any bad sectors. It didn't find any.
  • SECOND, the system on reboot then tried to automatically run a repair install and couldn't. At one point I got a message that ntoskrnl.exe was corrupt.
  • THIRD, I tried to manually run a repair install from my Win7 disk and it couldn't complete that either.
  • FINALLY, I reinstalled Windows. It now works (as does IE9). Now on to reconfiguring and reinstalling software.
Thanks to all who provided ideas to try. It was worth a shot at not having to reinstall Windows!
