Recycle Bin has a good reason for being there as logicearth has pointed out. It can be set up many ways to do things with your deleted items. The number one in my mind is to put your deleted item in storage. Not working but still on your computer. It give you time to see if removing such a item was really the proper thing to do. If later you decide you want what you deleted back you can retrieve it if it's still in the Recycle Bin. If you don't want it for sure then you can delete it from the Recycle Bin and in all practical purpose it is gone off your computer. You can set the Recycle Bin to how much space it is allowed to have for storage.

Actually simply deleting something on a PC does not really remove it, it just marks the space to be over-written as needed, all the code is still there, the only real way to remove/over-write data is to use one of the options in this guide at the link below.

That is why I stipulated for practical purpose its gone. It is still there in the $Recycle Bin to be wrote over if I remember correctly. You can empty the $Recycle Bin or Clean the free space and get rid of it. I do that after cleaning out a virus. It would take forever on todays very large drives.

Practice a lot to be sharp deleter, no mistakes should be made on deleting.

i always check the file i want to delete twice before shift delete
