If I dual boot Win 7 And Win 10 will all the programs be assessable from each os?

EX: I download GTA V on win 10 will it transfer over to win 7 and still be accessible

Dual booting doesn't work like that; you have to have your programs installed on each operating system you intend to use.

I just tried this on my main HP 15 laptop. It has Windows 7 on one partition and Windows 10 on another. I cannot open the Office 2019 that I have on my Win10 partition, if I am in the Win7 partition.
Of course, in Windows 10, Office 2019 opens with no problems.

I imagine the same would happen if I tried opening Office 2010 (the version used in Windows 7) in Windows 10.

Depends if the program in question is portable or needs to be installed.
