I have been using Paint Shop Pro v.7 for many years but recently I am up against WebP files that PSP-7 can't deal with.
I saw Gimp recommended here and followed the link to the download. It says Windows 10 or newer is required.
Any suggestions?
I don't need major bells and whistles, just a bit of resizing and file downloading from my camera to a PC.

Two ideas here, not knowing if either are viable.
First you may try to get some plugin or update to allow Paint Shop Pro to deal with WebP files. Those are becoming common and are a likely succesor of jpg and maybe png in the future, so you'll need software that can use them at some point.
The other option would be to look for an older version of Gimp that still supports Win7 (no idea when they exactly dropped support). You can of course try the latest one and see if it really doesn't runs here (as sometimes "don't support" actually means "we didn't bother to test there)".

I have looked at the Paint Shop Pro site (which is now Adobe) and although they offer various updates for earlier versions they don't go back very far.
I suppose there is no harm in trying Gimp. Hopefully if it doesn't work I can uninstall it without leaving too much trash behind.
Thankyou.

I still haven't found anything to beat my PSP v7.04.
IrfanView is a good suggestion though. It can open .webp and save as something that PSP can handle, such as .png.

Note that there was a massive critical security hole in the libwebp module, a year ago. Google alerts confirmed then that libwebp 1.3.2 is fixed and safe. Be sure that whatever software you get has the updated WebP.dll at its core for handling this file type. Checking the .dll in Properties should show it using 1.3.2 or higher, to be safe.IrfanView is a good fallback, so you can keep using PSP alongside it. But note that PhotoLine 18 and up can handle import/export of webp files. A sort of German half-way house between Paintshop and Photoshop, made and polished by a two-man team over many years. There's a 30-day trial and then, if you like it, it's 79 Euros for a perpetual licence. Might be worth a try.

Theres WebP codec for win7

WebP CODEC FOR WINDOWS

Viewing WebP images natively in Windows

As of now, WebP image format support enabled in browsers like Google Chrome 9 and Opera 11.10 Beta (Opera 11.10 final will release today). By downloading and installing WebP Codec for Windows, you can view WebP images in Windows Photo Viewer and their thumbnails in Windows Explorer.

Open and View Google’s WebP Images in Sumatra PDF Reader

WebP Codec for Windows supports Windows XP SP3/Vista/7. You can open and view sample WebP images installed WebP Codec directory with “Windows Photo Viewer”.

Office 2010 allows to insert WebP Images into documents, slides and spreadsheets and these files shared with your friends and relatives without the need of installing WebP Codec on their PCs, since Office 2010 stores these images internally in a lossless portable format.

Code:
File: WebpCodecSetup.exe
