Impossible to establish FTP connection my local network

Hello 7 users, as I mentionned in the title so that's not quite windows 7 problem be because I tried with other devices and it won't work at all. My problem is it's impossible to make and FTP between my laptop and my phone or vice versa, I'm suspecting that my router is not allowing a local FTP connection so far.
My router is DLink DSL-2640U.
Any help is appreciated !

Welcome to the forum. What FTP client are you running and what mode is it running in what errors do you get?

Thank you, I'm using FileZilla program for FTP, and when I use it to access the target device connected to same Wifi, I get connection timeout error, btw I'm not sure in what mode is it running.

Yeah my FTP servers are running from my Android mobile device or sometimes from my JB 5.05 PS4, and none of them are accepting connections from FileZilla, the error is always connection Timeout.

So you are using the Filezilla server software on your laptop. What App are you using on your phone? Is it explicit or implicit encryption and is the port correct that is setup in the Filezilla server software?

Note that there is a Filezilla client and a Filezilla server software.

I always use FileZilla Client on my laptop, on my Android however there is a built-in function in file manager when I activate it, it turn my phone to an FTP server and the address pops up like (192.168.1.12:21) in notification, right now I don't need to use my laptop as server, only my phone and I don't think a FTP server based on my home router and network require an encryption or identification as my phone (server) hasn't showed me any kind of identification info except server address and port.

When you connect is the client set to use port 21 what happens if you try via a browser by entering 192.168.1.12:21

Yes it is, my browser (Firefox) also report "The connection has timed out" error.
Is there any setting on my router (192.168.1.1) that might have blocked this connection ?

Is there a settings on the router user isolation or similar that would do it under wireless or security. Firewall could block as well
