index.css file not recognised

I have just installed and updated W7.
I spent a day finding my way around.
Then I got to work updating my website.
And ran into a problem:

The css file is not being accessed.
I made and saved the file in the normal way, just as I did in XP.
But what works in XP does not work in W7.

How can I get round this?

I screwed up the html with an unwanted forward slash.
