Is this a Win7 Installation DVD?

Unplug all peripherals and other HD's, reset the CMOS: Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS

While in BIOS setup make sure SATA controller is set to AHCI to try install.

YOu may need to remove all but 2gb of RAM to try install.

If these steps fail, try wiping the HD: Clean and Clean All with Diskpart Command
DISKPART At PC Startup

Boot the Win7 DVD, select Custom install, use Drive options to create install partition, format and install.

Yes its the Installation DVD.

I had that happen with some reused hard drives. Follow gregrockers suggestion about DISKPART and you should be good to go.

Hello Kray Z, welcome to Seven Forums!

Here is a lot of useful information on the entire wipe clean all process and be sure to post back with any further questions you may have and to keep us informed.

After you have copied out or made back-ups of the data you need to save to external media, then boot the Windows 7 installation media to use Step One of this tutorial at the first link below to do a wipe (secure erase) to the entire Hard Disk Drive / Solid State Drive.

:info: Whether you use diskpart to run either the clean all command to completely wipe a HDD / SSD or just the clean command to remove the format configuration data and don't use diskpart to create at least a single partition to do the installation to, letting the Windows installer do the format you will end up with the new Windows 7 System Reserved partition, if you want to make your own decision whether this partition is added, study these two (2) options below.
  • Then if you do not want to create the new Windows 7 "System Reserved" partition use the outline in Step Two #2 to create, format and mark Active a single 100GB partition to do the installation to.
  • If you do want to create the "System Reserved" partition use the outline in Step Two #3 to create, format and mark Active the System Reserved partition and then create and format the 100GB partition to do the installation to.
Either way, running the "clean all" then creating and formatting the partition(s) using diskpart will get you the best possible space to do a clean install of Windows 7 to; you can always extend the Windows partition to include the remaining unallocated space on the HDD / SSD or create additional Primary partitions or an Extended partition after the installation completes if you choose.

What does it say on the disk: Windows 7 Reinstallation DVD?

When you set DVD drive to boot first in BIOS setup, or trigger it using F12 key at boot, do you get the prompt to "Press any key to boot DVD drive"? How to Boot your Computer from a Bootable CD or DVD

If you cannot get DVD to boot, you can wipe the HD using Partition Wizard
bootable CD which will autostart, then the DVD should autostart providing it is a bootable DVD.

Do you have access to any other WIn7 retail installer? Reinstalling Windows 7

Yes its the Reinstallation DVD the problem i have is when im installing it wont go past 0% on Expanding Windows Files.Everything starts off the way it needs to i press any key to get it started then select the language and install then it copies the files fine but the problem is the Expanding Windows Files it stays at 0%.

That's usually a bad burn of the installer to DVD.

Use ImgBurn to burn the ISO to a DVD, at no greater than 4x speed with a verify.

Can you remove a stick of RAM to try install?

Just to be sure, clean the DVD with a soft moist cloth using outward motions only.

I just cleaned the DVD to be sure and ill try it again. And about the removing RAM that will be alittle tricky because its located inside the laptop and i dont really know how to open it completely i can only open it half way and im scared i might disconnect a wire cause i cant figure how to open it all the way.
