Hey hey! That did it! I logged in as Administrator with the Password I set and was able to go through the install fully. I used an account that is expired (gotta find my key/password I bought that had a 3 user license).
You guys are fan-freaking-tastic.
Man, looking back at it all, I wonder what the overall problem was here. Definitely seemed like Windows 7 went sideways with the permissions.

Yes Windows Vista as well as Windows 7 has lot of permission issue i guess it might be because of UAC maybe not i'm not sure. But most of the times in my experience Build-in admin used to do the trick.
