Installing Windows 8 text-to-speech in Windows 7

I have been frustrated by the text-to-speech engine on XP and was hoping to upgrade it. The one in Windows 7 did not impress me either. I later tried the one in Windows 8.1 and I must say I was very impressed. Is there a way of upgrading the one in Windows 7 to the version on 8? Or is there somewhere I can download the windows 8 tts engine for free?
