Intel(R) Turbo Boosts Technology Monitor 2.0

Hi, I`m using Dell Inspiron 15r special addiction and formatted my windows 7 with Dell Datasafe thing. After I reformatted my laptop and I noticed that the Intel(R) Turbo Boots Technology Monitor showing 2.9 ~ 3.0 GHz all the time although its under idle status.before that, when its idle it will be lower than 2.9 GHz until I executing some program. Anyone know what happen with the Intel(R) Turbo Boots Technology Monitor 2.0?

I had tried to update it to 2.6 however still having same outcome. staying on 2.8 ~ 2.9 while idle. I did not open any program during idle.

Can you post a screenshot of your CPU info using CPU-Z and the Intel Turbo Boost monitor?

Make sure Speedstep. or EIST which ever your Bios calls it is enabled. Also in the turbo settings, if you have enhanced turbo selected turn it off.

There's got to be some background program hogging your CPU. Post a screenshot of Process Explorer with the running programs tab sorted by CPU usage from highest to lowest like in this pic below:

Presentation font cache is using the whole 1 out 8 logical threads of your CPU, leading to full load on 1 core of your CPU. This makes Turbo Boost stay on all the time. I found a similar thread on Microsoft community and you can try their solution there and see if the CPU usage drops to 0% - 1 % when idle: PresentationFontCache.exe uses 50%+ of my CPU - Microsoft Community
If the solution from that thread works, your Intel Turbo Boost should not be active when idle anymore.
