Internet pages now have top/bottom border. How do I get rid of it?

I don't know what my wife did, but after she used my laptop tonight, I now have an annoying border at the top and bottom of my internet page (see attached image). The border is of my desktop background. I can't find any information as to how to get rid of this border and have tried several things. For what help it may be:
1: My screen is maximized
2: My scaling is set to full screen (not aspect ratio)
3: Hitting F11 does rid of the problem, but I don't want to hide my task/tool bars while viewing in full screen.
4: I can't seem to drag the internet page to make it bigger

Any suggestions as to how I can once again view a full screen and still see my task/tool bars? I simply want to get rid of the desktop background that I see at the top and bottom of the page.

I only see the normal border for Internet Explorer, but do you mean that it's transparent instead of solid?

If so, then you can turn off transparency to have it solid again.

Thanks Brink. Turning off the transparency helped, but it still looks like too much of a border at the top. It just doesn't seem like I have had so much border in the past. I'll run with it for now and probably get use to it over time.

You're welcome. You might also see how using "Taskbar Always on Top" with F11 fullscreen above may work for you.
