Internet speed is spiking.

So obviously my internet speed is spiking. Noticed since I was in a game playeing an saw that everyone's ping went over 400, wich means that I'm the one lagging. This is not just 1 game, but every game I play. And I do not have screenlag. Everything runs smoothly aside from the ping.
Also, I should say that this PC (Windows 7) was purchased recently, like 1 week ago. I think I had this problem from the start. Then I should also say that I've ordered a router, since we also have another pc, wich is my sister's. I'm currently using the internet cable of that pc. So bascily, the cable gets switched everyday between those 2 pc's.
The problem does not occur with the other pc by the way. Its Windows XP. So then I'd assume something's wrong with my pc.
I tried downloading a new driver for the Network card but it said there were no better or new drivers available.
Another thing I noticed is that the Link light on my modem does not shine continiously. It shines for like a second or two and then stops shining and starts again. On the Windows XP it does shine continiously.
Also downloaded Everest to check the Network card out, and saw that Bytes Sent and Bytes Received was also spiking. Dropped from 1000+ KB/s to 1.5 KB/s and most of the time stays around 1.5-60 KB/s.

My Network card: Broadcom NetLink (TM) Gigabit Ethernet

Things I tried:
Plugging out modem for 30 seconds - Failed
Searching for new driver (Network Card) - Failed

Something that may be worthwhile is if you post your Speedtest.net - The Global Broadband Speed Test results (including ping) and Pingtest.net - The Global Broadband Quality Test results for both of your PCs.

Looking at your system specs it seams for what the rest of your System Spec is you seam to be lacking in RAM.

While playing a game could you also open task manager (Ctrl, Shift, Esc) and go to the performance tab and then networking tab and upload a screen shot of both of those (either using print screen or Snipping tool.

Also what is the exact make of your Network card? The number afterwards is quite important. If you are unsure use Speccy (Speccy - System Information - Free Download) to find out.

Lacking ram? Isn't that because of my onboard video card?

I'll do all the other stuff as fast as I can. But a friend of mine is helping me right now, we're trying to reinstal the drivers.

I was just suspicious of that because, really the bare minimum you can get away with (and require :sarc on Windows 7 64bit is 2GB of RAM ideally 4GB+.

I was just wondering if the lack of RAM was a contributing factor; it probably isn't but it's worth exploring the possibility.

Got this pc for a week, its brand new. A friend of mine said it was normal for the RAM to be like that when an onboard videocard is being used. I'm planning to buy a new videocard by the way, HD 5670. So then the RAM would be back to 2GB. Or so I've heard at least.
However, you guys are almost ignoring the flashing Link light of my modem. It has to do something with that, since my other pc got the Link light shining continiously, yet with my pc it keeps flashing. Its as if the connection is lost every now and then for a second or less.
